Literally impossible to get a better Articuno, but waiting a few more weeks could have saved you at least 18 Rare Candy (from Pinaping the other three Articunos).

Its not like its maxed ... those 21 candy will get it to lvl 36

No it's easy to get a better articuno, 15 10 15, 15 11 15, 15 12 15, 15 13 15, and 15 14 15 are all better iv combos

I'd argue that one with Ice Beam would be better, but that's more of a preference. Blizzard is slow and doesn't hit hard like Overheat or Solar Beam. It's on a par with Hydropump. Ice Beam, on the other hand, is a slightly slower version of Wild Charge, or about on par with Dynamic Punch. YMMV.
