I was going to say go with 1 since it's not going to get powered up further so the difference in IV likely matters less than the 2 additional levels. Since it's being used as an anchor, that tiny bit of added survivability can sometimes be useful. However, 2 and 3 reach a Stone Edge breakpoint that 1 does not and deal 1 more damage (97 vs 96). Obviously that's a stupidly small difference unlikely to ever matter, but it is there. So pick whichever you prefer, maybe 2 because it'll have easier time to reach future breakpoints in case that's necessary.
Aron/Aggron Evolution
I don't think this one merits spending a bunch of dust/candies to catch one in raid at level 20 and then powering up, as we have a couple of reasonably good candidates already that are over level 30. This is for my wife's account. We raid with a group that usually has ~10 trainers on our team, so this is basically a 2nd anchor to keep her from having to go to a second team and spend more revives.
1. CP 1090, LV34, 82%, 13a/10d/14s
2. CP 1068, LV32, 84%, 15a/9d/14s
3. CP 1066, LV32, 87%, 14a/14d/12s
Leaning toward #3, but would we be better off with the 15a in #2?
Already have one Aggron, 2754/35/87%/15a/11d/13s.

I don't like any of these.
I can't speak for whereever you live, but here good IV Weather boosted Aron's are all over the place. Being boosted by Partly Cloudy helps a lot, but all mons that have two different weather boosts seem easiest to find winners for.
I say: hold out for great than 90% and greater than Lvl 30.
