Are there any web-based pokemon battle simulators that use a rhythm-based battling style?
OK - I'm too slow to dodge charge moves (except Earthquake and Hyper Beam).
So, I use a rhythm style of battling to dodge both quick and charge moves.
I try to fit as many quick moves between each of the defenders quick moves as I can can do consistently. If it's Water Gun, I can get 3 shots in between each defending quick attack. Steelwing, 2 shots. Confusion, 1 shot.
Once I get my 1-3 shots in, I wait for the flash and dodge, not caring whether that is a quick or charge move. If it's a charge move, I just sit for a second and wait.
I'll fire off a charge move when I have enough energy to do so, usually eating an undodged attack in the process.
None of the simulators I have seen, such as pokebattler, accommodate for this kind of battling style. Do you know of any that do?

Not exactly.
Let's suppose you are attacking with a vape with Water Gun.
"Dodge All" will fit as many water guns as it can between each attack. Sometimes that will be three, sometimes it will be six, depending on how fast the move is, whether its a quick move or a charge move, and how lucky the defender is with their 1s of slack.
My system you only get the minimum between each attack - if you can ALWAYS fit 3, you always fire 3. If you could fire a fourth, you don't - you sit and wait for the flash.
