Are PvP CP limits exclusive?

As per title. Put it in another way: Is the maximum CP a pokemon can be to enter Great League 1500 or 1499? I have a Blastoise that wants to know.

I have a 2500 Donphan that is eligible for the Ultra league so I would assume that your 1500 Blastoise would be eligible for the Great League.

The limit is 1500. I’m using a 1500 Lanturn in the Great League.
