For what is known until now, when a Pokémon evolves, each of its moves is rerolled. It could remain the same, it could become one new. Percentages aren't known yet. From the data collected in these few days, it seems there are equal chances for every outcome.
So yes, you have a chance of having your Machop learn Cross Chop when it will evolve.
