Are level 20 Pokémon worth using in raids?

Hello, for a Tyranitar raid for instance would it be worth it to use two or so level 20 (~1620 CP) Machamps just because they're Machamps? Or is it just better to use the next best Pokémon that would have a much higher CP such as a Rhydon?

Basically are supreme counters still supreme even if they have a moderate to low CP?

I have 11 Tyranitars...Machamp is great, but sometimes you are better off with a vaporeon. Fire blast and Iron tail really hurt full sized champs, pint sized ones are better off on the bench if you are raiding with a smaller and average level group. If you have the raiding numbers though, stick in all the fighters you have

It is the CP Multiplier rather than CP that determines combat effectiveness. While CP increases linearly with level, the multiplier does not. The CP Multiplier of a level 20 is 0.59740001, while the CP Multiplier of a level 30 is 0.7317 (40 is 0.79030001).

So, a level 20 will be 80% as effective as a level 30. This is why level 20s could be used as prestigers in the bad old days. Your unpowered machamps will die quicker, and do less damage for the time they are alive. Its better to use them than a lot of other mon, but you'll notice the difference.

However, once you get a regiment of Tyranitars, don't be shy about sticking (almost) all of them in against most Mewtwos. A super-supreme counter most of the time, maybe a Lick Snorlax to survive vs Shadowball Mewtwo.***Back to the original scenario, no matter the Boss' moves level 20 Machamps are perfectly fine to include along with some 2700 RS Rhydons and 2700 Vaporeons. Sometimes a bigger fighting poliwrath also helps to damage and survive

It's a math question. With fixed defense for the raid boss, the damage is linear with attack stat (base + IV).

Begin with cycle damage for Machamp using C/DP against T-Tar, 46.6 CDPS. That takes both quick and charged attack into account, and strong/weak and STAB, but does not account for energy gained by taking damage (which makes the charged attack relatively more important). Vaporeon with HP does 29.05 CDPS. Machamp's attack value will be (234+12) x .5974 = 146.96 [assuming ATT12 and level 20]. Vaporeon's attack will be (205+12) x .7317 = 158.77. Multiplying these values by the CDPS will give the ratio of damage done, so for every point Machamp does, Vaporeon does about 0.618 points. However, a level 30 Vaporeon will have perhaps 60% more hit points than a level 20 Machamp, so Vap will hit back longer, and probably do more total damage.

CP, matching strength and weakness, it all comes together. If it was just about matchups, Macargo would take out Moltres (doubly resistant to fire vs. doubly weak to rock.) And if matchups didn't matter, highest CP would win every battle, so everyone would fight with Dragonite all the time. The game tries to find a balance between these two things (and sometimes succeeds).
