Are IVs random for Mew, as well?

I hear Mew is obtainable only once (which I absolutely love). I watched ProdigiesNation's video of him catching Mew, and the appraisal for his Mew was 15 HP and 15 ATK (don't remember what Mew's CP was). Are IVs randomized for Mew, as well?
