Are the dogs going to ratate their regional locations?

Hi guys, I am not sure I understand it correctly or not: does that "move to a different location" mean they will rotate the regional location? If so, will they rotate for the second/last time on October 31 which means they will be available until November 30? Thanks.
Ps, the count down on GoPress first page seems don't support my speculation...

Yes, they will rotate through the regional locations; first on September 30th and then October 31st for the last time. This does make it seem as though they will be available until November 30th.

It make sense that they do:

September 1st Dog
October 2nd Dog
November 3rd Dog

Until November 30

I'm glad I wasn't the only one with that question. The announcement from Niantic wasn't very well worded (I know, shocker!). I mean, it shouldn't have been THAT hard of a sentence to construct. My understanding matches the previous posters.
