Are charged tm drop rates severely dropped to insanely low levels?
I've raided for weeks of t3 to t5 raids with t1-t2s for kirlia and ex passes (15 total a week i guess) and only saw 1 from a kirlia yesterday. Today i had saw 0 charged tm and did 3 regirock and 2 tier 3s, one being a tangela and other a donphan. I still have something to change the charged moves on (Namely a Donphan that i wanted play rough on and a 95 Regirock with 13 hp ivs i just caught that had zap cannon), but the game just refuses to give me any charge tms.
Is this just rng or they dropped the ctm drop rates to severely low levels to scrap $$$? I have to believe it's the latter but the former is possible by a bit.

Even if it is just RNG, the odds are ridiculously low for an item that may require 5-6 of them to achieve a single desirable outcome for a single mon.
FTMs are guaranteed to be a 'single use per mon' item, but the stupidly rare CTM usually require multiple and can still leave you achieving nothing positive if RNG slaps you hard again.
On topic, it is probably just RNG but it comes up so often that clearly the rates are low enough to be completely frustrating at times, to a point where it is enough to put a player off from even bothering to hunt them.
It's RNG for sure but obviously they keep messing with the ratios at their end or these questions wouldn't keep coming up. CTM's are the most frustrating items in the game, it's not just me who's burned 1O in a row & suffered Pokémon rage to the point of not picking the game up for the rest of the day but at the same time, they give you a 'yes!' moment when it all goes to plan so they help to keep the excitement levels up I suppose!
The odds are just one more thing that in my opinion eventually discourages active play. I basically just play the minimum now as there just isn't enough in the game to keep my interest. The only thing I am currently looking for is rare candy in order to power up one of the many options I still have. The game is certainly better than it has ever been for those who are just beginning maybe.
"R"NG. Where "R" stands for "You're in one of 4 Categories:
1) Drought - 0-5% chance to get items of a specific type; TM's, Rare Candies, Revives, Potions, Balls, etc.
2) Low Random - 5-30% chance to get specific items
3) High Random - 30-80% chance to get specific items
5) Flood - 80-100% chance to get specific items"
-This is applied to all "Reward Bundles" awarded, which is how sometimes you can get 12-15 of a single item (or 2+ TM's)
That's my definition for the "R"NG that Niantic uses, anyway.
Ok. But seriously, it was forums like this where the same people (I’m gonna bet that one or two of right here, if I went back far enough...) were bitching about how raids drained one of potions and revives and that some of that should be included in raid rewards instead of “more useless golden razz and rare candies” “I’m sick of having this graveyard blah blah blah...”
So niantic starts adding these things and then the whining shifts to... “why can’t I get this that or other... all I get are useless potions and revives”
Just play....
i honestly can't recall the last time i actually HAD a Charged Tm to use.
i still have a tyranitar that i evolved during that community day that got Fireblast.
i haven't had a Charged TM since before that. and that was 3 months ago. average about 10-15 raids per week (mostly T3 and up) not a lot, but still, that's like at minimum 120 raids and not 1 single ChargedTM.
