Arcanine good enough?

I evolved a wild 971cp Growlithe who i cant know the exact IV, but there are two possibilities (att/def/hp):

11/7/15 73.3% perfect; or
13/4/15 71.1% perfect.

The Arcanine have the perfect moveset to attack (Fire Fang/ Fire Blast). He is already level 27, i am thinking about to power up him untill level 30 to 2464cp. Should i wait for one with better IVs or this one is good enough to reach lvl 30?. I know his CP is already enough to attack but i want to build a team of 6 or 7 top tier attackers and 10 defenders all level 30. To finish, he is already level 27 so i would only spend 28500 dust and 24 candies. On the other hand his IV is not good.

IVs are not as important for offense because you are not trying to rank above the CP of other pokemon. Strong moveset and good enough IVs are fine.

Also, I have noticed I seem to be getting fewer 80%+ IV pokemon recently, so it might be longer before you get another high level Growlithe with really good IVs.

Yes, and WHEN i get another high level and IVs Growlithe, he can come with a bad moveset. So would you power this one till 30?.

Power it. No doubt about it. It's not like you after a battle you would be like "aw damn I wish I woulda waited for that extra 10 or 15iv"

Apparently you made your decision already, and I think you did the right one. 24 candies and 29k dust for a great attacker is good price - because most likely you will spend weeks of not months waiting for a better arcanine with best moves. During this time you will have used you current one dozens of times and also collected thos candies and dust probably many time back.

Moves are more important than IVs and you got the best possible set. So you know what to do.
