Appraisal system is garbage.

I ran into a 124 cp karp today. Caught it and looked at the arc and I could tell it was a level 30. Did an appraisal and it came up decent with excellent stats. I ran it through game press iv calc and it came up level 29 or 30, 53 to 57%.. that's total garbage. To me, the go appraisal is very misleading and in need of tweeks.
Also... I've hatched 6 Chansey total. 1 last night at 814 CP. Strong and excellent. I hatched an 805 back in December. . Amazing and blown away. Shouldn't the higher CPs from hatches be better IVs? 814 is pound/psychic, 805 is pound /dazzling gleam. Do the moves make that much difference?

Pokemon level have nothing to do with its IV. All pokemon (even the 0%) can reach high levels. I think appraisal could be more accurate, but its not trash.

The difference in CP is not because of the moves but because of the distribution of IVs. For Chansey, I think high attack/defense IVs lead to the highest CP while stamina IV doesn't impact CP as much.

You have confused me in regards to the first paragraph. The appraisal regards IV and if you are saying your team member said "excellent" and it ran at 55% something was entered wrong on an IV calculator I would guess. But either way the appraisal only refers to the IVs. Level, moves, etc have zero bearing on the appraisal. Only the hidden IV stats.
Chansey is kind of special in this case as her attack stat is so valuable for CP (because it is low in general) and can easily make a high ATT stat Chansey have a much higher CP than a higher overall %IV Chansey with a lower attack stat. This will hold true after the evolution to Blissey too.

No he's just on valor, the rating are "may not be great", "decent" , "strong", and "amazing" referring to the IV totals ranging from 0 to 45.

Excellent was in reference to a particular stat, probably a single high stat and then low IVs in the other two which gave him a "decent" overall rating.

They just have no clue what the ratings even mean, doubt it was the system that was in error.

Not wrong, for Valor Amazing is the key word for 82+ IV. Excellent is just used in the description of highest IV, see details below.

Decent = 51-65% IV
Excellent stats = one of the three IVs is 13-14

Basically a 13-0-0 IV pokemon will have Excellent stats for Attack, but overall might not be great in battle (around 30% IV). The whole appraisal is important, not just parts of it.

Decent with excelent stats is exactly that 53-57% the appraisal came up. You should really learn all that stuff. And make sure you put the info right. This appraisal is actually pretty good compared to a bunch of others i've tested and never gave me misleading results

Appraisal system is garbage.

The game itself gives you some information (CP, Upgrade-cost, Appraisal). IV-calc tells you, which IV-combinations are possible with the given information.

To me, the go appraisal is very misleading and in need of tweeks.

IVs are not neccesairy to play the game. If Niantic wanted you to know IVs, they would tell you IVs directly. Not the system needs a rework, your thinking needs rework.

Appraisal system never failed to me. Better double check that you didn't introduce wrong values on the calculator. Also, check an appraisal guide to refresh your mind about what every sentence of the appraisal means. You can tell at a glance that 120 CP magikarp with level 30 is never going to be good, it has to be over 160 CP to be good at this level
