Anyone else still seeing legendary birds pop up?

I saw a Lugia earlier today. It floated there for quite a while until the timer ran out.

I bet it is just Niantics usual antics. I don't know why they can never ever keep their own deadlines. I'm not sure I can recall a single event that they didn't end up prolonging at least a bit.
