Any tips on how i could improve my top 9? (lvl33)

Dang that's a good lineup.

- I would suggest TMing your top TTar to Crunch. You already have one with SE and there are other options for Rock, yet TTar is the definitive answer to Dark-type power.

- Consider bringing your Raikou to level 30 if not maxing it. Level 30 makes a good cutoff since costs raise exponentially after that and CP bonuses are cut in half after 30. It's the best current Electric-type in the game, a decent generalist, and is unlikely to be replaced.

- Kyogre is well worth investment because it is the same stats as Groudon but with a superior moveset for neutral situations - and Water is a very useful type to have for specializing too.

- Mewtwo is always worth investment since it's the premier generalist as well as a Psychic/Ghost specialist. You could consider FTMing to Confusion/Shadow Ball for a DPS gain but I don't think this is necessary. Psycho Cut is better when used against specialist targets such as Gengar and Alakazam, and is also better-suited for dodging.

- I wouldn't invest in Rhydon right now. It's good as is (with the right moveset, too) but can be caught at very high levels wild. The other day I evolved one to well over 3,000 CP wild-caught.

End-all, if you have a lot of stardust but are short on rare candies (since most of the options I advised are legendaries), TTar tops the list for being worth stardust investment. Candies are definitely not easy to come by, but it makes a great walkin' buddy. Gyarados is another decent option, and Dragonite could be considered too - though your having a Mewtwo somewhat mitigates your need for powerful generalists.

Dragonite isn't just a powerful generalist. Double resistance to Ground and Grass is very useful (remember the difficulty posed by SB Ho-Oh and Groudon), and it's also very good against Dragons (like Rayquaza and Salamance), esp. when said dragons don't have double dragon moves. Double Flying Rayquaza and Double Fire Salamance will go down quickly when faced with DT/Outrage.

Machamp is clearly missing. If you don't have one I would recommend powering a Lugia to be able to solo if you have one. Then Exeggutor would be second. After that Entei/Moltres, Blissey, Golem are good choices.

Don't really need Golem if he has Kyogre and Raikou. Kyogre covers the Water types and Raikou covers flying types. I don't know how likely it is that Moltres or Ho-Oh will be released anytime soon.

Machamp is definitely something that is needed, though I would argue that they're better off finding a weather-boosted Machop. If not, then there's no reason that they can't find a partner to raid Machamp with - I would only power a Lugia if you really want one, not because it's a necessity for Machamp (I absolutely love my Lugia though)

Better yet for Machamp, power a Ho-Oh, the ES/BB moveset. Significantly higher attack than Lugia, and while Ho-Oh doesn't double resist fighting, it single resists fighting and steel, so every Machamp moveset is resisted.

How to improve your top nine:

1) Heal them. They are useless when KOd.

2) Power up your Groudon and Mewtwo. They should both be around CP 3400 if at level 30 (which you can clearly reach). Anything worth powering is worth powering up to level 30, as long as you can reach level 30.

3) Grind more dust. That's an easy way to get stronger.

4) Grind raids for more rare candy, so you can power up legendaries.

5) As was said above, get a Machamp. Level 33 Machamp is above 2500.

6) Finally, think about what's next (as of this writing, Rayquaza is a solid guess.) Figure out what you need to fight that, and get it. Ice, and dragons are good (since it's only 1/6 that Rayquaza has double dragon moves, if one goes in with double dragon, that's an edge.)

That's where I'd go with it.

I'm a fan of a squad of high level Machamps led my one max Machamp. The max is used to lead into raids and is also used for gyms (since you're very unlikely to need more than one Machamp for a gym). At max and with good attack IVs, it may even see some utility as a DPS generalist if you lack Shadow Claw Gengar. Mine saw some use during Raikou Raids.

They could be improved by spinning some stops and gyms for revives and potions. :,-(

...Seriously though, just work on slowly powering those legends, Dragonite and Tyranitar up to level 30.

... actually tying into my joke answer, if you are short on revives, you can power up a fainted pokemon to raise its HP and function like a revive.

I would ditch Snorlax, Rhydon, the second Tyranitar, and Gyrados. Replace them with Dragonite, Machamp, Exeggutor and Golem. I saw the arguments against Golem. Did you catch an Articuno? That or a Lapras.
