Any tips?
This is insane. For the past four months all I’ve been doing in PoGo is raiding 1-2 legendary raids a day in a small s2 cell where only me and a couple other PoGo players at my school raid at yet we are all still short a EX raid pass. How!?! Why!?! I just need a good generalist and if I don’t have Mewtwo until (probably) Rayquaza Ill be stuck missing a generalist. Any more tips?

The latest EX wave might indicate new changes in the ex raid criteria. If future ex waves follow the pattern of the latest one, we have the following big changes.
1. One ex raid at most per level 10 S2 cell.
2. You don't have to raid at the ex gym within the last 7 days to be eligible for ex invitations. For the latest wave, I suspect all raids done since the raid system was introduced made into the lottery pool. If the ex gym is really low activity, a gym Stop spin would also meet the eligibility criteria.
What the above means is targeting a few gyms each weak within a single level 12 s2 cell will not work now.
Yeah, sometimes niantic’s randomness just doesn’t pan out. I do about a dozen legendary raids a week with about 4 at known ex-raid gyms. Still not a single invite. I used to be frustrated but now I don’t really care much. If I got an invite it would have to be really convenient for me to consider it now
