Any EX raids before 11/26?

My wife and I got EX passes 10 days before a scheduled raid on 11/26. The long lead time seems strange, and coincidentally the raid is taking place just after the Japanese event concludes.

Has anyone received passes for raids before 11/26, or are most EX passes people are getting for 11/26 or later?

What is an Ex-Pass? Can I buy them in Singapore? :P

What is an EX pass. Ive done 240 normal raids so maybe I should do less.
