Any 100 hunters out there?
The minute I hit level 30, I become a 100 hunter in the game. Currently, my 100s "stats" are as follows:
Level 15: 9 Pokémon
Level 20: 39 Pokémon
Level 25: 31 Pokémon
Level 30: 41 Pokémon
Level 35: 59 Pokémon
This is a list of the perfect IV pokémon I have, and at what levels they are with or without completed power ups to level 35 in my book. I don't currently have any legendary 100s, but I have seen two run on me...the Instinct problem :(.

I catch pretty much everything (when loaded with pokeballs), hoping to find as high IV as possible, and I keep the highest IV I have at a time, up until I get a 100% of that mon (and only keep one of each form such as male/female and shiny/nonshiny). Thus, I have ended up with these guys.
Saitama was a machop in my house a few days ago, got him DP after 3 CTMs.
Wooly is from a raid.
Moltra is from an egg.
The Xatu pair were found on the street.
Rhyna was part of a Rhyhorn nest at a park.
Kokonutz is from a raid.
Arachnor was a Spinarak at another park.
Dona was my first ever 100%, found her in my house on my 2nd day of playing.
At least 99% probably... Yeah sniping 100's is cool and all but takes away the fun and joy of finding a true 100 on your own.
Like my legacy Confusion Exeggutor which I found as an exeggutor, level 17, while entering the bus and caught on a terrible first throw. Yes, I remember the exact place. The bus route. The exact throw. Hell, I even remember how the sky was like. My first 100. My baby, which is now L38.

Why would that matter? If they're scanned, it's just drive to them. If they're not scanned, it's a matter of luck. No skill involved whatsoever and therefore not worthy of any applause. Amazement on the other hand would be better. I'd be very amazed if even 25% of those are from random encounters (which would be ~45 if I'm not mistaken).
I think there's absolutely zero challenge in using scanners to obtain 100 IV Pokemon.
The drill or finding a wild / hatching 100% IV Pokemon yourself is a lifetime memory. I honestly remember the place and the moment I caught them. The few I have sniped by scanning because I happened to be in cars with others who use scanners I'm ashamed of and will never use them in fight. Lucky those are only a handful. Think I've about 5 to 10 legit 100s.

I used a scanner for about a month before I decided that I wasn't going to play that way. I deleted most of the Pokemon that I acquired because of a scanner, but I kept two as souvenirs: a 100% Snorlax and 100% Unown. I don't use either of them anyway, so they are nothing more than trophies.
I agree that I remember the moment I caught all my legit 100s. It's so much more fun to play that way, in my opinion.

My semi-serious goal is to have a Male and Female 100% of every Pokémon group (ie: I don't expect to have 2 Perfect Weedle, Kakuna AND Beedril, just 2 Perfects from those 6).
My casual goal is to catch a 0% of anything. As far as I can tell, I've never caught a single 0% Pokémon since I've started checking IV's (back in October 2016ish). Not one. If scanners were ever to come back up, I would probably use a Scanner to find a 0% Pokémon rather than 100% Pokémon if I ever got truly serious about it. And there was no chance that I would be banned for using it - not gonna go after a 0% if it might get me banned, but if somehow the scanners weren't bannable...
