Another "which to power up" question

None, considering you need 100 candy to evolve, you don't even have enough to bring it to lvl 30.

What gluglumaster said. You could get the Electabuzz to level 29 and evolved, so if you need it immediately, go for that. I would say the Elekid is preferable, but if you're thinking long-term, this is a decision to make when you reach 200-300 candy, not now.

As for the comparison, a level 40 Electivire has about 79% of a level 30 Raikou's bulk. I have no easy method of estimating a level 30 Raikou's DPS to calculate a TDO comparison, but you can probably check different matchups in pokebattler and figure out the difference yourself.

Not nearly as bulky as Raikou, but it does edge out on DPS (both of your Electivire candidates).

Personally I would take evolve the 14/15/14 Elekid, since if you want Electivire you probably want him for his DPS (so take the higher ATK IV). This does mean losing 25 candies to an extra evolution.

Beyond that, up to you. Gratz on the solid IVs!

I'd say the elekid, if you're in direneed of an electric attacker, i'd say set to buddy ASAP.

It would likely significantly out DPS raikou, not exactly sure on the TDO part, but it would at the very least make the two much closer
