The second will have a slightly better time to win, but the first will last slightly longer and likely do more overall damage before being knocked out, particularly if you are above the breakpoints. If you usually have large raid groups, then #2 for sure. If you want to sweep gyms, then #1 may be better. You likely won’t notice any difference though.
I agree with higher total IVs with perfect defense and near perfect attack.
2 stamina IVs is actually only a difference of 1 to 2 HP. At most you gain 1 extra energy. How often has anyone ever been at 1 HP remaining and needed 1 extra energy to get off a charge move? And Raikou already gains a lot of energy with Thunder Shock.
Where as 5 extra defense IVs can get you to a defensive breakpoint 5-6 power ups earlier and preserve extra HP with each hit you you take.
The 1 less attack IV is a difference of one power up to reach a breakpoint. Unless 15 attack IV has a breakpoint against something important at level 40, I wouldn't worry too much about this.
I would add number #3, if you are from Europe and Raikou is your current beast wait until the end of the month just in case you get a better one, if you are from America or Asia, also wait until the end of the month because maybe Niantic extends the beasts duration as it happened with the legendary birds. You have to be always ready with this company based on past experiences.
If you really can't wait, then I would go with #2
I am expecting a good chance they will do an encore for the legendary beasts, but also am expecting it will be incredibly difficult to get enough raid fatigued players interested to come together. If all three are available at the same time, then T5 raids will experience the same problems that T4 raids have now: People will wait to see what hatches before going to the gym, and reduced raid time cut into the time to encourage players to come out.
I’m in America and even if they bring back all the beasts for an encore, the odds of getting a better one are low. We have a strong active group of raiders, but fatigue is definitely setting in.
I already have a 98% Raikou powered up to 38.5, so this would be my second. I feel like Raikou is the only legendary worthy of having two powered up. I keep thinking about pulling the trigger on one of these, and even though I am usually a very patient player, I don’t want to wait anymore on this. Maybe I’ll just take them both up to 31.5 to clear the Suicune attack breakpoint. They both came with TS/WC anyway and I need to do something with the rare candy since I’m obviously never getting an EX pass.
