You list the attack stats, so I assume you are looking for an attacker. The level 26 will provide you with a useful Blissey almost immediately. The level 20 will take 36 candy to get to level 26.
If Chansey are rare in your area like you say, I'd go with the level 26 even though it has the worse IV's.

Hey guys! Iknow this was asked like a 1000 times already but I hope you will forgive me for asking again:
I finally collected enough candy to evolve my first Blissey and I´m not sure which Chansey to evolve. I have a lvl 20 89%IV one and a lvl 26 60%IV one. Attack stats of both are 14/15. Candy is hard to come by in my area, basically I will need to walk them as buddy anyways, maybe with lots of luck hatch another one. Thanks!

I agree with most people...I'm an IV snob and evolved a level 2 Chansey (was 95% and also my 3rd oldest mon behind my starter and a pidgey) to my max level...(V-day event helped).
At the higher levels, CP is critical and having 40-50 more CP is 2 powerups and powerups are even more candy costly at the higher levels. Gym rework can change all this, but safer to max the better IV one since you can walk for more candies and eventually, may hatch a few more...
You also can't change IVs (yet) so easy to grind for more dust/candies...esp for defenders since CP is king.
Also, how many Blisseys do you reasonably expect to have? Max 1 and keep it maxed is better than max a subpar one, then hatch a better one and feel regret...or have 2 subpar CP ones and both are useless...
Also, it's good to think of the end game when the level cap is raised and mons can be powered up to level 50 or higher...
Levels maybe so slow that it might not be hard actually to keep a mix of mons maxed out...
I guess it's too late now, but I would have also ONLY evolved after I had enough candies to power it up in one go...A low CP Blissey in my area would get shaved off (even more likely with same team multi-accounters due to a pain to prestige against) so it's pretty useless IMO.
Before the v-day event, I walked a Chansey for over 200km to max it candy wise (had over 200+ candies prior to v-day) so I think it's always safer to just walk/save up before evolving in "case" a higher IV comes along...
Like I have 159 candies for Larvitar now and 2 hatches so far...Still waiting to hatch a higher IV one and get to 200+ candies to evolve/max out, stick in gym...
Makes sense, but still, for it´s too late now anyways, would you power her up? besides, I also mostly will use her as an attacker in the close future, we don´t have many shaver here but so many bots that deffing a gym doesn´t make much sense anyways longterm. I guess Niantic needs to solve the spoofer/bot problem first =)

Blissey is Blissey no matter moveset.
I personally have 2900cp Blissy with same moveset, but this was power upped chansey, i havent used any candy for it after i saw what moveset it got.
Now missing 11 candys from new evolve.
Thou this time level 20 evolve, so much to walk for me if i get better move set.
I would power up only after you can get the CP high enough to be in gyms...attacking with it would be pretty subpar and I value my time more than potions to begin with...
After enough candies, power up and put in a gym...
I also have a Z/P one and maxed out without thinking at all. I think people here put too much emphasis on movesets for gym defenders...It really doesn't annoy attackers as much, but maybe that's because I spin enough stops daily and have enough potions or have enough attackers to deal with most things...
Got a 97% SW/HB Dragonite and it just sits in gyms and earns the same coins/dust as any DC/DB or DT/O Dragonite...
Attacking gyms are easy anyways so for me at least, if you don't have enough gym defenders, getting high IV ones is more important for gym defenders than any moveset IMO. Even with the ideal moveset, Blissey is slow to attack with anyways (Not sure since mine are 99% always in a gym).
I strongly disagree wth Gamepress's placement for HB > Psychic on defense. I think Psychic is much more likely to hit an opponent off guard, where as HB is a gimme dodge except in scenarios where lag is relevant.
If it's going to sit in the bottom of gyms near you for a while, I would refrain until I had more candies to level it from lv 20 -> 30+ (for prestiging reasons,, as others have mentioned), in the mean time, it's always possible to hatch one with better ivs.
I still think that even with ZH/P, it's more of an effective defender than ZH/BS Snorlax in terms of at least time consumption
