As much as I would like this to happen, It doesn't appear to be a smart financial investment from niantic's perespective. It would make acquiring a high iv mon more of a priority than obtaining one with decent/mediocre ivs with the ideal moveset. Although it could be balanced (theoretically) if it was an obtainable item from pokestops with a LOWER PROBABILITY OF OBTAINING THAN EVO ITEMS. But then again I could see people complaining about not getting it often..

I've caught just over 700 Eevee so far and although I never got one with 100% IV, I'm feeling proud about the few ones who are over 90% (9 by now). There is no excuse for cheating and as soon as you put your 3rd-party-tracked (ergo cheated) Pokémon into gyms, you're causing a negative impact into the game and other players who do not cheat.
Just to clarify this.
Blame the gym system - all it looks for is DPS, nothing more.
In the main series, you have guaranteed move sets. But it's not just about which move has the strongest power, it's about many other things like status, abilities and your strategy.
I never say we should have "perfect iv hatches" but more useful species, not some trash no one wants.
As for the flee, again, you could still fail to catch it if you run out of balls. But not some "one-throw then run away" disappointment after you run like hell to the spot for several minutes.
Regarding point 1, although it is incredibly frustrating, I can live with bad luck causing my evolved Pokemon to have shitty moves.
However, if Niantic is going to regularly make changes to moves and make "re-balancing" updates, they really should introduce ways for us to re-roll moves. The inflexibility in this game is at a point that makes no fucking sense.
Yeah that's bad but.. I have a 97% with a good moveset.. the best charge attack and ... well.. is not THAT good.. I mean I use against Gyarados which should be deadly and ... is not that much powerful as it should... for exmaple Solar Beam is SUPER OVER POWERED attack. and not so Thunder, it should be a little better since we need more electric type good attacks.
I got also 4-5 last evolution of Gyarados, Steellix, Scizor, Magneton, etc with SUCKS moveset.. ruined my 88+% IV of those pokemons.
Tho I have a Vap with WG/HB 95% but 800CP and 91% Hera with C/CC with 990CP. I think I will spend A LOT of dust but in the end low CP pokemon have the best moveset.. the rest you caught wild either is bad moveset or low IV. All my TOP pokemon came from 800dust so they were LOW but good moveset.
