Its a fun dragon slayer, but not more than that.

Evolve? Yes, it's a new form in your pokedex.
Power up? Probably no, its attack stat is low. Makes for a decent tank against dragons, that's about it.

IT's function is killing double dragon sets of double ice weak dragons, like rayquaza, dragonite, salamence, it can put in decent work against them, and could be good, but other than that very specific niche, there's not much else

Even in that specific niche, it's just ok. The immunity tier resistance to dragon moves is offset by low HP and middling defense, while its attack stat trails behind all the other relevant ice types except Lapras, so its DPS output will be alright, but nothing exceptional. Alolan Ninetales is in a weird place where its typing and moves want it to be a solid counter to dragon/flying types with double dragon moves, but it ends up just being alright. It does look quite fanciful though, so there is that!

I agree, but for what it is, it is the epitome of a specialist against dragons. Lilely it will be a lot more useful than pokemon like walrein and lapras, due to the scarcity of candy to power them up (the 124 candy to evolve spheal and the outright rarity of lapras even in eggs) and its nifty resistance, alolan ninetales may be a more usable option, using regular vulpix family to farm candy for them, t could be leveled up a lot higher a lot faster than other options

yes, its attack leaves much to be desired, but the avalabilit of candy could offset that, its not much, but it is soemthing, I do wish it was better, why did they have to make ninetales tanky after special defense was added...
