I've seen a chart like that but I must point out that any dps and tdo for unreleased legendaries is a guess because we don't know what movesets they're getting.
Anyway, currently you want to store your candy in Kyogre, Groudon and Mewtwo, possibly Rayquaza if we're looking at the long term. Rayquaza likely gets outclassed as a dragon but not as a flying type.
