just caught my first ever abra with the best iv appraisal and evolved it right away and luckily got psycho cut and psychic on first try. but checked its actual iv afterwards and its only 82.2. should i wait for another one or just power this guy up?

That is a GOOD iv and the chances of rolling another with the desired moveset after grinding the candy is low. Don't let IVs influence your joy:) you have a great Pokemon!

The difference of the "better" alakazam you would be waiting for is miniscule and you could wait for months.

This 100%.

The difference between that and a perfect Alakazam at level 30 is less than 70 CP. 70 CP isn't worth waiting months for. Especially on an attacker where CP doesn't matter as much.

Edit: This only applies if you will actually use him. If you aren't going to use him, obviously don't power him (or any future Alakazam) up.

I agree with redeyejedi. You are lucky to have the best moveset on the first try. I just got my alakazam about a month ago. Abra is rare in my area and i had to walk with my good iv abra to get the candies needed to evolve it to alakazam. It was a long wait and luckily i also got the best moveset on the first try. I dont use him much in gyms but i still power him up. Highest attack stat in gen 1 next to mewtwo and he is potion efficient.

What is the actual IV distribution? Having good defense and stamina IVs to help every little bit possible to bolster the weak base stamina is probably a greater impact than a good attack IV. (Opposite, for example, from Snorlax where stamina IV is the least important.)

You got the best move set, which is more than half the battle. The IV's are good. Now the only questions you should ask is in what capacity and with what frequency will you use him? If he's just an occasional niche attacker, I'd leave him where he is and spend the dust elsewhere. If you think he'll be a regular in your attacking team, go for it.

Either way, test him out a few times first. His low stamina regardless of IV's requires you to be a decent dodger. If that's not your style, then it might not be worth the effort.

Yeah, test him when you come across an enemy gym with 1500-2000cp guys at the bottom.

Consider yourself lucky. I've managed to evolve three so far and none have the desired moveset. My last had confusion and dazzling gleam, which isn't good for anything. Plus, IVs are less important for attackers. Those extra few CPs won't affect attacking.

It's my dream, mate. Arba is rare here and I 've never evolved a PsychoCut Alakazam. If I had an Alakazem as good as yours, I 'll power him up right away.

thanks guys for all ur replies! i think this will be my regular attacker for at least some time since i still dont have a dragonite, ill try it out in a few gyms first but i can definitely see myself powering it up! abras are rare and all ive seen are ones with lowest iv apprasial until this one came along, so i do consider myself lucky haha :) (not so much with a lot of my other evolutions i must say)
