Charizard's type has not changed.
Charizard's type only changes when it mega evolves into Mega Charizard X, which isn't in the game, and Mega evolution isn't even permanent.
I'm also willing to wager that with such a large gap in attack stat, that Charizard's Wing Attack has a higher DPS than Pidgeot's Hurricane, making his overall DPS for flying-type moves higher than Pidgeot.
