Added Delay During Evolutions?

I did a mass evo this morning and noticed a 4 second delay between "evolve-yes" and the evolution actually starting. It happened on every mon. 4 seconds isn't a big deal unless you're trying to do 75 mon during a 30 min lucky egg. That's 300 seconds lost. I calculate that 9-10 evos didn't happen at x2 XP because of it. 16% devaluation in my egg. Never noticed this before. Is it new? It could have been just my wifi server. Anyone else notice this?
