"% percentage perfect IV" is itself an aggregate stat, though it's one that Go fanatics/calculators create.
In "base stat total terms" a "60% perfect" IV pokemon at level 40 will have around 21 points in its three stats due to its IV's (15360%=93=27, this number then being multiplied by the level 40 CPM of .79), whereas in the same terms a "90% perfect" IV pokemon will have just about 32 points in its three stats due to its IV's (15390%=13.53=40.5 before the CPM).
How each number translates into CP depends, because the CP formula weighs attack more heavily and because certain mathematical rules have certain effects, thus, for instance, 24 or 2(3+1) or 8 is less than 33 or (2+1)3 or 9.
