98% IV Gyarados with Bite / Twister

I wouldn't bother, Twister is pretty terrible. Bite/Hydro Pump is way better for offense and Bite/Dragon Pulse is better for attacking AND defending.

The IV looks impressive, if I were you, I would just level him up just over 2000cp and stop, twister is a bad move, but if you have a hydropump for charge move, it become another weaker Vaporeon, just keep it in gym, at least I got tired of seeing dragonite/snorlax/eggy in the gym, it will be a lot more fan.

Magicarp rare in my area as well. Was lucky enough to get a 100 IV one with Bite and Hydropump and can't think of a reason to power it up. This also my first Gyarados.
