I would pick the one with 15 attack. Of all stats, Lugia is weakest in base attack. He has huge amounts of def/HP already, so any additional points there aren't as useful.

If you're actually going to use it, I'd go with #2.

Me, I'd do the sentimental thing and power up #1.

3 can be saved for trading if it ever happens.

I would go with 1 since you already powered it up half a level...although 2 would end up with the higher CP (for now) I think (haven't checked)...

all in all, this IV distribution will be highly negligible. that's why I said 1.
