42 percent dragon breath dragonite power up?

So I have a 42 percent dragon breath / hyper beam dragonite. Atk2/def15/sta2 lol.. I'm thinking about changing hyper beam to outrage to have something fun to use. Can it still be a power house with that 2 attack stat if powered up quite a bit lol. Resources such as dust, candy, and TMs are not a problem. Just wanting to know how good it can be with that terrible stat

For dragon breath it matters very little. 15 attack or not the rounding is going to screw you over (as in it will round down in most cases).Its best to run a simulation or use one of those breakpoint damage spreadsheets to investigate this but for low damage moves like DB, IV matters little.

Db/outrage is probably the best dragonite out there.

It still a strong generalist with 265 attack stats. What level is it? power up to level 30 if you cant get a better one for a long time. The DB breakpoint for this dragon is level 24.5 considering a Moltres raid.

It's a level 21 currently. Thanks for your input. It's the only dragon breath dragon I have that doesn't have claw. So it's the only one I'm comfortable with changing :/

I would prefer not to have to point people off site...but it seems the GP team would prefer us to.

Evolve another one, 2 attack IV is quite meh, especially if you are lack of stardust. The damage breakpoint for Dragon Breath is extremely important. 1 damage equals to 2 DPS.
