Some months ago this was extensively discussed on TSR and some cross-posts here. Bottom line is you're correct, at equivalent CP Ivysaur and Wartortle are more "efficient" prestigers then their respective final evolutions. Consequently I keep my high-level starters even if low IV, and managed to evolve an 1145 Ivy with RL/SoB that does fine against entry-level vapes, while my 1455 Venusaur with VW/SoB can take out any higher level.
I also left some Machokes at level 20 and around 1060 CP, those with KC/CC prestige OK even if it takes a 2nd one...

2nd vs 3rd evolution for prestige
i've been trying to build up a nice mix of prestiging pokes at 1200 and 1500cp ranges and i've got to wondering - are 3rd evolutions worth it here ? i've checked some sims on stuff like ivy/venusaurs and graveller/golems of same cp and same moves and the 3rd evo always has more hp but slightly less dmg - does this tally with your observations ?
2 'mons of the same Cp should't be too different so if this is the case i can save myself a load of candies and evolve more for best moves. appreciate other players thoughts on this
