2nd Charge Moves Costing Less on Lower Evolutions

In the "Tips & Tricks" section of the "Pokemon Go Trainer Battle Guide" it says 2nd charge moves cost less on lower stage evolution pokemon and carry over, do we know for which species? I checked a couple costs - Dratini & Dragonite, Swinub & Piloswine, Rhyhorn & Rhydon, Bulbasaur & Venusaur, and they all seem to have the same costs in their respective evolution chains

2nd move cost correlates to buddy distance. Some of the Gen 4 evolutions have different buddy distances than their pre-evos.

Elekid and Magby's buddy distances are both still 5km, but their dust/candy costs for the new move are at the 1km tier.

It has been reported that Elekid can buy a second move for less than Electabuzz or Electivire. In general, though, the second move costs are fixed.

Elekid and Magby both get an extra move at the 10k/25 candy cost, while their evolutions need 75k/75 candy. Seems like maybe all baby forms only take 10k/25 candy (don't have a smoochum to check).
