First, F- Niantic for making them both horrible, but has there been an increase in rare Pokemon in the wild? I haven't even been actively playing.
In my town there has never been any rare pokemon. The rarest I've ever found here was a Sudowoodo, which is terrible and not very rare at all. Every single rare pokemon I have ever found in the wild has been when I have been out of town.
This event hasn't changed that in the slightest. At least not yet!
It happens sometimes if you live in a dragonite biome. i've once capture one at 11:05 and other at 12 o'clock, their spawn points were 100 meters from each other, i saw one in my nearby, i went out running, capture him, got back home and in less than a hour there was other one in the nearby, so i repeated the process.
