I would go for Poliwrath without question. I hope you'll get the moves that you want without spending any TM's.

I'm thinking about Poliwrath with 2 fighting moves as an alternative for Machamp.

This seems to be the only use-case for Poliwrath. Expecially usefull for Tyranitar-Raids.

I am not sure whether i would invest dust for this purpose.
I have one old Poliwrath at level 31 (used to be a defender long time ago) with fighting moveset. It is strong and resistant in Tyranitar-Raids, but not really needed. I can do it in my usual groups with Machamp and Vaporeon too.

Poliwrath:
Bubble/DP as a generalist attacker.
Bubble/IP as a coverage defender.
Bubble/HP as a solid water attacker, despite there are better options.
RS/DP as a weaker version of Machamp.
RS/IP as a DPS defender.

Politoed has no use.
Poliwrath with fighting moves is a good counter to T-Tar. It used to be a great gym defender, but those days are long gone unfortunately

Politoed has just 1 useful moveset which I just got after about a dozen attempts as I refused to use a TM on it. Poliwrath on the other hand has afew decent movesets, double fighting being the pick so I would definitely evolve ur 100% whirl into wrath, good luck on the moves & hope u get what u want ?
