100% Ninetales competitive with 90% Arcanine?

Hi, I got a 100% IV Vulpix that I'm walking to evolve into a Ninetales, if it gets the right moves, could it possibly compete with my 90% Arcanine with Fire Fang/Fire Blast (best offensive moveset). It's a great pokemon, but so far, it seems like Arcanine's CP is sort of inflated and it never does as much damage as I expect.

To be honest, no. 90% Arcanine outperforms 100% Ninetales by a mile still.

Arcanine will out perform Ninetails. Even with the 10% missing. Missing 10% is almost meaningless especially since you have the right moveset.

Compare the stats bud. Arcanine is by far the superior pokemon. The 10% iv difference from 90% to 100% is only 8% better in terms of stats.
