I would use him as an attacker and as far as against who he is a pretty good generalist for pokemon like blissey and snorlax also with that set he would be a great counter to Tyranitar and Rhydon. Also even tho HP is NE vs dragonite you could just spam DT against dragonite or just use HP aswell because NE is not that big of a deal. Congrats by the way.

Spent the day chasing magikarps up and down the Delaware river while simultaneously getting rock mons. I wanted to get 400 candy together to evolve my 100% iv magikarp. Got lucky and got my first mon with 100 iv and a good moveset. Dragon tail hydro pump!!' Should I use him as an attacker or defender? And who do you use him against as an attacker

Yeah dude, congratz! 100% with one of the best 2 available movesets is so hard to get. Definitely agreen it will be an offensive beast for all the reasons Mike said, but if you do decide to stick it in a gym it'll defend well. Won't be able to do multiple ones back to back like outrage or crunch, but hp can be hard to dodge. plus it got the better defensive quick move. Enjoy!
