My first 100% legend. I encountered one during the first release, but it ran from me. Got a second chance and caught it!

That thought has crossed my mind, but for me, it's Rayquaza. It is so far the only 100% legendary I have, and I'm afraid that it'll have an encore run with Dragon Ascent as an exclusive move for that timeframe only. I know, I know... the things PoGo players choose to worry about. But the struggle is real. :)

That kind of thinking will absolutely hinder your time playing your game and your ability to get anything done.
Back in the day, because of the shitty way gyms worked, there were only 3 species you absolutely needed in order to play the game and get the most out of it as possible: Vaporeon, Snorlax and Dragonite. Now, all of them have been pettily outclassed so bad that they're hardly worth the dust investment, despite still being somewhat competent in their roles. I don't know if you have been playing since the beginning, but if you have, hadn't you invested in whatever your best mons were, you wouldn't have been able to challenge enemy teams or even have a decent team of counters when raids first began. The game would have become unplayable for you.
Golem will one day be outclassed as a rock attacker, and we knew this when the birds became raid bosses, but still many of us invested in full teams of rocks because it was the best species available at the time. I personally do not regret this and I bet may people don't do either.
I have a maxed out, double legacy, perfect Lapras from back in the day when the formula allowed it to reach 2900+cp and it was arguably the best and rarest defender in the game; I have a level 32, 98% IV Nidoqueen (fifth oldest Pokemon that I've kept) that I invested heavily in because it was simply the best attacker I could get at the time and I don't regret doing so because I would not have been able to do much back then without her.
I guess my point is that if you think you would benefit from having a powered up Lugia right now, you should absolutely go for it, even if it might get outclassed in the future. I caught a 93% (15a,15d,13s) shiny Lugia and, unless I get a hundo or a 96+ that is also a shiny, I will absolutely power it up as far as I can from raid candy (not to be confused with RARE candy) out once Lugia goes back to the ocean.

Let's just put it this way: if given for free to you, would you rather have a team of 6 maxed out Rayquaza or a team of 6 maxed out Dragonite?
