100% Golem
I am lvl 29. I have a lvl 20, 100% iv RT/SE Golem so I was wondering if I should power him up all the way as a Dragonite counter because my only good ice type is a 1453 Dewgong(with low ivs).

Interesting. Does it depend on whether the Dragonite has SW or DT/DB? Of course, fairies struggle against SW (as DT/DB are NVE against them) but against Cloyster, Jynx or Golem, that SW is SE only makes up for lack of STAB. Cloyster and Jynx are preying on a double-weakness (with STAB), but Golem is only preying on a single-weakness (though also with STAB). In contrast, SW is NVE against Gyarados (which can thus get away with SE non-STAB dragon moves) and Slowbro (STAB quick move and double-SE non-STAB charge move).
So you've got no Piloswines? No Cloysters? Not even any Jynxes? Or your own Dragonite?
RT/SE golem is okay, but it's only singly super effective, while Ice is double-super-effective. If you look at the chart in the Besting the Big 7 article, you can see where Golem stands - inferior to cloyster/swine/jynx/lap/dragonite, it's a third-rate dragonite counter...
Golem is very good and you can use it for gyarados as well (it's toast if it has Hydro pump but it's better than jolteon as a gyarados counter otherwise)
However, as many others have mentioned, there should be a wealth of other options to use against dnite. I will eventually use my golem, but not until my entire jynx, cloyster and piloswine army all die from taking out dragonites.
Hell yeah! That may not be the best Dragonite counter, but it's also good against Gyarados so you can use against both in sequence.
That's the only strong rock type Pokemon with rock type moves. My 100% Golem has MS/E, so it's gonna remain in level 20 forever. I've evolved an caught over 15 Golem, none with RT/SE...
