100 Blissey w/ Pound Psychic. Worth powering?

Been sitting on this for a while. Was fortunate enough to hatch a 100 Chansey a few months back. Was unfortunate to roll its worst moveset.
Just wanted some opinions on what you all would do. Im level 35 with about 156 candy. For the most part im the type of player that will not power a mon up unless it gets a first or second best moveset. Seeing as its 100% however im considering making an exception.

Hyper beam ruins the guys that don't dodge which if we are honest is at least 30% of players. Of course all of us that post here care enough to dodge but casual players just don't. For them hyper beam on Blissey is instant death.
For those of us that do dodge psychic is probably more effective.
The only reason to hold off for a "better" moveset is if you are in a hotly contested area where guys take down everything with precision every hour or so. But fwiw neither moveset is holding anything in that environment tbh.
Since it's 100 % IV and Blissey is the stronger defender right now doesnt matter what move set: yes power up.
If you think your chances to get another Chansey are there and you are a patient person: then don't do it.
What would be the worst case: getting another chansey with nice iv, evolving her and having same move set.
At the end its up to you but maybe I would wait for a while for another Chansey and if next one had Iv's over 82% evolve and see if the move set makes any difference to make her worth powering up.
I would say totally, YES! 100% which means it will be at or near the top of gyms. Plus Psychic is a pain to dodge. Pound gets STAB so there's also that. I'd say yes. In my honest opinion Blissey doesn't have a "worst move set." There's just some move sets that are better than others. However, in your case, since she is 100%. I'd say definitely max her out if you can!
Mine 88% is both PSY movements. I leveled to 1800+
Now I have another wich is 84%. Since the 84% will evolve to 1800CP too I wil wait 50 candy to evolve that too. I prefer to have 2 1800 than 1 2300 maybe. He eats too much candy and.. I don't know bye. Good luck I want better moveset but .. there's no bad moveset anyway. I fought a both PSY and it was hard. I don't have much experience fighting blisseys.
