Heavy Slam is still a decent move because it is with 2 bars, and provides type coverages.

Lapras and Vaporeon can be placed at tier 2.5, despite being lower CP, they are way harder to defeat than Gyarados/Rhydon in the current game.

I doubt anyone is attacking into a Snorlax with ice or fairy. Type coverage loses out to stab in the case of Snorlax, since he is one of two defenders that gets it with HB on defense.

Heavy Slam helps in particular with the Tyranitar matchup, who resists normal / psychic type attacks. Additionally, it's a two bar charge move so it's coming out more frequently on defense. I would much prefer Heavy Slam to Earthquake for example.
