Is Flinch now in Pokemon Go?

Since the introduction of special items has anyone noticed if Flinch is in the game? My Scizor has BP/IH and holds Metal Coat. In Gen VI that provides the IH move a 30% Flinch rate, but does it work in PoGo?

In Pokemon Go, Transform and Hidden Power are the only moves with special effects.

Pokémon cannot hold items in Pokémon go.

There are no status effects in Pokémon Go.

There is only super effective,resistance and STAB to my knowledge
