Solar Beam has a little bit higher DPS, but Seed Bomb needs less charge thus more flexible. I personally prefer Seed Bomb but the two moves are really at the same level. If you have enough stardust, I suggest you to spend it on the one with higher IVs. Otherwise, spend it on the one with higher CP, i.e. the one with Seed Bomb.
