Big magikarp?

I have 2 Gyarados maxed out and another 500 candies in the bank, so I obviously have collected a lot of magikarp. But I only have a bronze metal for the "big magikarp". What's the deal?

I've caught 495 Magikarps so far, only 83/300 in the archievement, statistically I ll get gold around 2k.

Of my 235 Magikarps only 32 are XL.

789 magikarp and only 102 are XL.

Caught 1438 magikarps, and still only on silver.
Its one of the harder medals, but im even further away from the tiny ratta one.

Caught 776 magikarps, 115 big ones. --> 15%
Gold around 2k magicarks I guess.

For tiny Rattatas, ratio seems to be even smaller : 11% (255/2243).

Ok so I'm not the only one.

Do big magikarp (or small rats) spawn in special places or something, or is it all random?

And does this just refer to the mon's "size"?
