Is the hyperbeam cool down shorter?

Does anyone feel like after the hyperbeam casts, the wait to be able to move/attack is shorter than previously?

I routinely use my DC/HB dragonite and Lick/HB snorlax because they were my first high IV tier 1 attackers I ever had and it feels like its shorter. I seem to get my dodge or attack in faster.
