I think HB is his best charge move, because he gets stab and if you want Grass/Electric attacker there are better and not so rare choices.
For quick moves Charge Beam actually generates a lot more energy and is just slightly weaker than Hidden Power, however Hidden Power can be normal type and that could be good, but it also can be any other type and if it was Electric for example I think CB would be better.
I would power it up, its a good pokemon and I personally like it. Or you can wait for Gen 4 and see what MS you get on Porygon Z XD

Should I power up my recently evolved Porygon2 with 80% IV's and 15 ATK stat with Charge Beam/Hyper Beam as its moveset? I've currently got 63 candies.
PS. Is Hidden Power better as quick move?
