I searched others website ranking and its seem all charge move which even has only 1 bar and deal most dmg would be the best charge move in defense also.The Great Offensive charge move = the Great Defensive charge move. Is that right ???

If no one ever dodges then the highest DPS move will be the best defence move...but that is a very basic and flawed way to make a 'best' list.

ya i think like u too. For example:
Vaporeon, I prefer WG/AT for the best defensive moveset

The move slowdown also nerfed energy gain for most moves. For a defender, the bigest source of energy gain is probably the 1 energy gained for every 2 HP lost. Pokemon with much less than 200HP might not even get off two 100 energy charge moves.
