- Because the attack stat is higher. Attack influences CP more than def and stam, and on Blissey the IVs will make a bigger proportional change to the overall attack stat than def and especially stam.
- I'd power up #1, but it's really close either way. #1 will have higher CP, whereas #2 is slightly tankier.
Blissey question #9828 on IV distribution
I have 2 blissey's and only enough candy to power 1 up to 30.
Both are level 24 and both have pound/psy (not sure if I should be happy or sad). I figured even if I evolve a third Blissey I will not have enough candy to power it up.
So my question is which to power up based on stats distribution. I don't get why the att IV changes the CP so much.
Blissey 1: CP 2194 (15/14/11) (89%) Health 340
Blissey 2: CP 2189 (14/15/14) (96%) Health 342
Question 1: Why is it my lower IV blissey has a higher CP? I can't believe that 1 att stat difference more than makes up for the several point difference in def and health.
Question 2: Which one to power up? Higher attack and CP or higher health?

Each IV point in attack, defense, and stamina has an approximate relative increase in CP of 1/BaseAttack, 1/2BaseDefense, and 1/2BaseStamina (respectively).
In the case of Blissey, this means each attack IV point increases your CP by about .8%, whereas each stamina IV point only increases your CP by about .1%
