I already have a rock Rhyperior and decided I would go for a ground one since I had a lucky. Evolved it and noticed it came in just under the 2500 cp limit. Is there any use for this guy in PVP with Groudon being an option? Maybe for battles with no legendaries?

His double weaknesses are too damaging. In Ultra Venusaur/meganium and Blastoise/Feraligatr will shred it with just fast moves.

Double weaknesses as mentioned above coupled with both fast moves being burdened with a slow rate of energy gain means it's easy pickings in PvP. Specifically, common double weaknesses.

Nah that's not PvP stuff.
Keep those moves, bring it up to lvl.30 (at least) and enjoy your new Thunder Dialga counter
