Hi. Magikarp is VERY (not a joke) rare where I live. According to niantic I must like in a jungle, there are only grass and bug and normal pokemon here, every time some water type spawn is a staryu or goldeen. After months playing PoGo I finally have candies for my first gyarados, and a few optins to evolve:
1- level 25 71% (13at-7def-12sta) - 2264 gyarados.
2- level 20 87% (14at-10def-15sta) - 1845 gyarados
3- level 13 93% (13at-14def-15sta) - 1206 gyarados
4- level 5 95.5% (15at-13def-15sta) - 490 gyarados
Witch karp should I evolve? Stardust is not a problem, but I would have to buddy him to get candies to power ups assuming he gets HP.

Number 3. 1206 CP is a good prestige level so you can use him right away in that sense, and he has a high IV. The difference between 95.5 and 93 is not worth the extra candy IMHO. It also has a higher def. stat than the 95.5 which is gyro's downfall but again I am splitting hairs. Best of luck

Probably wait until the gen 2 update, current gyarados moveset is crap.

Expect to see some stab moves for gyarados, but don't take it too seriously. It's just a hunch

What lvl are you?
I would rank them 2>3>1>4 and immediately transfer 4.

I just hope you get HP best of luck mate. Btw are you level 30 yet? If you haven't hit level 30 wait till after level 30. High level Magikarp of various IVs start showing up.
