Has hatch 5 eggs get 3 rare candies always been a task but just super rare or is it new??

Sort of. I got catch a dragon type for 3 rare candy when the usual reward is a Dratini encounter. Hatch 5 eggs has always been chansey. Also both are rare.

Catch a dragon has always had multiple available rewards. I've gotten it for a reward of 10 ultra balls before. It's such a rare research and tough to complete depending on the available raid bosses that it doesn't usually get called out unless it's for an encounter.
