So I've heard that a pokemon with better IV's can have a higher Max CP than other species. Is this true?

Also, if a pokemon has better IV's than another pokemon, does that mean that this better IV pokemon will gain more CP once leveled/evolved?
Example:
2 eevees, same CP.
One has better IV's.
Will the better eevee get more CP once leveled up or evolved?

Yes, basically if you have two evees at the same level, one with max IV's and the other with the lowest, the one with the maximum will have more cp. When you look up dragonite on this site you can see that at level 40 it can have between 3k and 3.5k cp, the difference is IV's. Their effect does become more pronounced through evolution and leveling.

If you have 2 Eevee with the same CP but one has better IV's, the one with the better IV's will likely be at a lower pokemon level, unless its IV's are only fractionally better. If its level is lower, you'll be able to level it up more times. CP is basically a somewhat fictional statistic--it'd be like not knowing most of the stats of your pokemon in the main games except for HP, but being told what the total of the stats of your pokemon was.

"Individual values"--in Pokemon Go, Pokemon have random IV's between 0 and 15 which get figured into each of their three stats, higher as of now always being better (in the main games the IV's range between 0 and 31 and, barring the effects of natures, they are applied 1:1 to a pokemon's final stats at level 100, and 31 is the best in most all cases except you may want either 30 or 31 to toggle your Hidden Power attack type, or you may want 0 speed to gain advantage in Trick Room or to power up Gyro Ball, or a certain HP amount to lessen poison damage, or low attack to avoid confusion and Foul Play damage if you're not using that stat, etc).

Basically, there are 3375 stat combinations possible, perfectionists (of which I am one) at the moment wanting to get perfect IV pokemon, 15-15-15 (though the definition of "perfect" could change if some of what is now in the main games as described above enters Go). When you figure in randomized moves, it can be very hard for a perfectionist to find his ideal pokemon in Go.
